I am a veteran PE user and am currently using 2021. I had to reinstall it so I downloaded it from my Adobe account and activated it. I then tried to create a new project and added .jpg, .png and .mp4 files to it. I immediately got import error messages: "The importer reported a generic error" or "This type of file is not supported". I'd never received this type of error message before. I tried all of the repair steps mentioned here and in Google responses to no avail. I finally did find a fix and it's pretty simple. I created a new project and changed the the project settings from AVCHD 1080p60 (which was the default) to something different (Full 1080i 30). I then loaded test media (file types mentioned above) and had no import issues at all. I tested this a few more times and then changed my settings back to the default and have had no similar issues since.

You don't say what operating system you're using but that could be relevant.
You certainly shouldn't have to do something this contrived to get basic photo formats to work in a project, so something is up. Try launching the program by right-clicking on the icon and selecting Run as Administrator to see if that makes a difference. You can also try holding down the left side Ctrl+Alt+Delete as you are launching the program to clear its preferences. That also might fix things.
Your implication is that the program was installed and running fine and that it was only after you uninstalled and reinstalled that you ran into problems. If that's say, that could also be a relevant factor. But if I were you I certainly wouldn't accept that you have to change project settings in order for a JPEG to load. Though that's up to you.

Hi Steve, I value your response. And I know that you are an expert with
Premiere.
I am running Windows 11, Version 22H2 and it is up to date and I am not
having any other issues that I am aware of.
I couldn't agree with you more regarding having to make this or any change
in order to get the program to do what it should easily do. As indicated, I
tried all of the suggestions that I could find on this forum and Internet
searches and none of them worked for me. I am only reporting what finally
did work for me.
I have been using PE since 2014 and have successfully upgraded it over the
years. The version I am on now, 2021, was installed by me without error via
download in 2021 and I was using it without issue since then.
However in early January I started getting media import errors which
eventually caused me to reinstall 2021. Even after install I got the same
errors loading jpg, mp4 and png files. Long story short I spent a lot of
time trying to resolve the issue and once I finally found success with the
method I described I tested it at least 6 times starting a new project each
time and using different files and not encountering any problems.
Again my purpose was only to report what worked for me in the event that
someone else is experiencing the same type of problem and may even be ready
to throw in the towel because nothing else has worked for them.
Finally I should add that I imported the jpg and png files into Photoshop
Elements without any problems. I know that they are two separate programs
but I found that curious. Also, I saved some of them in psd format. I could
then import the psd formatted files into PE without problem but not so with
the other file types.

Yours is definitely a valid complaint, Timothy.
Unfortunately it's also not typical, so it makes it hard to recommend a solution. I can't imagine what would make the program behave like that. Sorry I can't offer more.
