Using Premiere Elements 8 on a Windows 10 computer I have finished editing a video project that includes a disc menu and am ready to burn it to a DVD. To verify the files are generating correctly I go to SHARE and send them to a 4.7 GB folder on a hard drive instead of directly to a DVD. When I look at the files created VIDEO_TS.BUP, VIDEO_TS (.IFO) and VTS_01__0.BUP are there along with the actual video files for the project, but the VIDEO_TS (.VOB) file is missing. Therefore the menu does not work using a media player, though the video files will run.
The menu preview in PE shows the menu working just fine. PE8 can successfully export all needed files for another similar project and VLC media player has no problem showing the menu and videos in that project.
I have tried deleting and reinstalling PE8 as well as replacing the menu being used but still can not successfully generate the needed files.
Has anyone else encountered this problem? If so how was it solved?
Got it fixed at last my deleting my old markers and redoing all the Main Menu Markers. Still not sure what caused the original problem though.

With software as old as Premiere Elements 8, you are going to be pretty much on your own. It was written for a version of Window and drivers that are long gone if you are on Windows 10. I would better help if I could.

The VIDEO_TS.IFO, VTS_01_0.VOB, VTS_01_1.VOB, etc., files ARE your DVD files, david. They are inside the VIDEO_TS folder, right?
To play these files like a DVD, you need to drag this VIDEO_TS folder onto your media player. (If you're not using VLC Media Player, you should be. It will play your files like a DVD, complete with navigation. Other media players -- like Windows Media Player -- may not.)
Once you drag the VIDEO_TS folder onto your VLC Media Player, the media player will open onto the main menu, from which you can navigate to your video.

VIDEO_TS (.IFO) is the file VLC Media Player uses to open the chapter index on a DVD. However to do so it also draws information from the VIDEO_TS (.VOB) file. The .VOB file is not being generated in this project for some reason. When VLC opens the .IFO file it shows a black screen with a rough background graphic showing where an arrow should be linking to the next page in the index. Scrolling around the screen with a mouse highlights background graphics for other links but the links can not be opened.
In short VIDEO_TS (.VOB) is missing so the video files can be played but not with an index letting me do so from anywhere but at the start of each file.

But did you drag the VIDEO_TS FOLDER onto VLC Player rather than the individual file, as I suggested?

Whether I use the VLC player to open the Folder or the File the result is exactly the same. Premiere Elements is not generating all the files needed for the DVD index in this particular project.
Here are the files in the VIDEO_TS Folder of the project that is not working correctly, as seen in Windows 10 File Explorer.

They both have a "VLC media file (.ifo) (.IFO)" VIDEO_TS file but the non-working project is missing the accompanying "VLC media file (.vob) (.VOB)" VIDEO_TS file.

I have no idea why that is happening.
But go to your preferences (under the Edit menu on a PC) and, on the General page, uncheck the option to use hardware acceleration. This little feature can sometimes cause weird behaviors when it is enabled.

If you mean "Enable GPU Playback" I unchecked it, restarted my computer and tried exporting again. PE is still not generating the needed files.

VLC player is not a very good program to play dvd's, software or disk wise.
Best it to for a program like Power DVD.
