Elements 2022 keeps freezing when attempting to add and edit clips on the timeline. Fairly new computer, Dell Inspiron 15 5510, Windows 10 Home, running 11the generation Intel I7 13370, 16 gigabytes memory. Any ideas? Thanks.

I assume you've got at least 100 gigs of free space on your hard drive. A full hard drive can cause this issue.
Otherwise, what is the format and resolution of your video and what device recorded it?
It could be a mismatch between your project settings and your video specs.

These were old 8mm Kodak movies from the 50's-60's, and I had them digitized for editing. I have 226 gigs. free space on drive and I set audio hardware to "none". Still freezes when attempting to edit on timeline. Copied here is the mediainfo:

Also, I was able to use a product called "Wondershare" video editor and that worked, so, that points to a problem with Adobe, no?

In addition to Steve's suggestion, check the Default Input in Audio Hardware preferences to "No Input". Don't know why, but this has fixed freezing issues for some with previous versions. Can you post a screen shot of your Audio Hardware preferences?

These are strange specs for a video. Not standard camcorder specs. 718x480 is sort of standard definition -- though you really don't see 4:3 video anymore.
You didn't say what device recorded it. It looks like it may have been some sort of digitized film or something else that's using specs that Premiere Elements doesn't like.
But if Wondershare has no problems with it, I'm glad you found a solution. Premiere Elements isn't always the best tool.
