Photoshop/Premier Elements 12 won't start

I downloaded and installed previously purchased photoshop/premier elements 12 on my laptop. When I try to start either one I get a screen stating I have to login and register within 7 days. During the installs I entered the serial numbers so it should already be registered. Anyway I go through the login process successfully but then nothing happens. The programs still do not load.

Try right-clicking and selecting the option to Run as Administrator.

Also when you right click, select a compatibility mode in the option window
