Photoshop Premiere Elements 15 - How do I add pictures to a photo bin?

How do I add pictures to a photo bin on Photoshop Premiere Elements 15 when I'm creating a photo album?  I've been trying to do so and am having a really hard time.  I'd really appreciate anyone's help.  Thanks

It's not clear what you're asking.

There is no program called Photoshop Premiere Elements. Premiere Elements is a video editor. Photoshop Elements is a photo editor.

Photoshop Elements has a Photo Bin, displaying the photos you have open in the editor.

But Albums are a feature of the Organizer, a separate program.
