I just installed Elements 2023 and this is an upgrade from 2019. Look at the attached picture and why am I getting the preview being so distoredted ? This happens with all the imported MP4 and .mov files. never had an issues like this with 2019. Good thing I did not unintall that, right now this is unusable. Thinking a waste of Money if I cannot use it. This was also this way on a new file, an existing file, dleted video clips and added them back, it does not matter, every video, this problem, the imported .jpg preview okay.
So what is the fix to this problem? Again Elements 2019 was and still is working just fine.

It looks to me like you have a graphics card issue. Update your graphics card driver and see if the problem goes away. You can also try going to Edit>Preferences>General and change the checkbox for GPU acceleration that I have marked in the following screenshot:

Do not let windows install, but download directly from manufacturer.

Got the video issue fixed, now lost audio playback. Audio works in all other application, driver is most current and been unchanged. When I had the video issues, there was audio, not the video is corrected no audio.

Here are screen grabs from the audio setting for 2019 on the left and 2023 on the right. With them both open at the same time, Audio plays in 2019 and does not play 2023. When only one open at a time, 2019 audio work, 2023 opend by itself, audio does not work. Audio works in every other application.

Audio is back but the video is crap again. Guess this is not compatable with my hardware. Figures.... this is so frustrating. Will have to see what I can do to get a refund.

okay final update. I Unchecked GPU Accererated effects and video works I have No Input for Default Input and Audio works. So I am running with it.

I looked up the "Intel Graphics 2000" with Google. Considering what came up, I'm surprised that Premiere Elements recognizes it and tries to use it. Unless your projects are complex, I don't think you will see a performance difference with that box being unchecked. You might also try unchecking the other GPU box. Overall performance might improve.
For audio, my Premiere Elements does not automatically switch when I alternate between headphones and computer speakers. If there is no audio, that is the first thing I check.

Adobe! how much time do we have to deal with this probleme? There are no such situations on other programs. I know it's probably Intel's fault, but for example I can't browse through different versions and test. Do something about it finally. I am willing to quit your program and recommend such a move to others.

Although this forum is provided by Adobe, it is for users to help other users. Your suggestion telling Adobe to change the program code, you are having needs to be comunicated by other means.
