Pre Elements23 install errors

I purchased elements 23 online from Blitzhandel. It won't install on 

Windows 11

12th Gen Intel(R) Core(TM) i7-12700KF (3.60 GHz)

64-bit operating system, x64-based processor

32.0 GB (31.8 GB usable)

6gb video card.

I used the link they sent me and downloaded it from Adobe website.

Error 183 and MSVCR120.dll cannot be found.

They (blitzhandel)  claimed that it was incompatible with my operating sys.

Did I simply get ripped off with some bugus software?

I find it a bit odd that you are been able to download 2023 from Adobe.

Older versions for download are 2024 and 2025.

Hoping to add to Ann's comments.....

The current pattern is to buy directly from Adobe.   The only thing Adobe sells is the current version.   I'm not familiar with Blitzhandel, but if they are selling a two year old version, something is not right.   I sincerely hope you didn't get "ripped off".   If you can, get a refund from Blitzhandel and buy the current version from Adobe direct.
