I just purchased an upgrade from Premier Elements 15 to the
2018 version. It installed perfectly, no issues but now I’m having major issues
with it not rendering and adding media. The program constantly freezes and even
sometimes won’t open at all. I predominately use photos and only some video and
the photos are large size BUT all previous versions of Premier Elements have
handled these in the past. I used version 2018 once, just opened it and added a
few files then closed it and deleted version 15. Did I just waste $176 and can
I delete this version and reinstall 15? Or can I fix these issues?

Each version of Premiere Elements is a separate program. The "upgrade" is just a special price offered to current owners of the program.
So, yes, you can remove one version of the program without affecting any other versions already installed.

It's driving me nuts and so sorry I even upgraded from 15. I'm running a desktop pc with Windows 10. I'm nailing the problem down to my video files which are m2ts files. It won't render these at all and they will show up in the previews but if I restart the program and run through the previews again they will not show up and freezes the program. The photo files are fine.

I've been using 15 and updated to 2018. I'm having no difficulty with m2ts files from a Sony camera. Perhaps we can work through some details?
Let's start with what are the project settings and how were they created?

Problem fixed thanks to Sandeep Singh It worked out all he had to do was change one setting for 2018 version and all is once again well in the world.
Thanks to all who offered advice, it was greatly appreciated.. Thanks Sandeep..
