I am running Windows 10 home, version 21H1

HP Pavilion Desktop TP01

Intel(R) Core(TM) i5-10400F CPU @ 2.90GHz 2.90 GHz

I am not editing video.  I am creating a video out of still pictures.  I add pictures one at a time and at select points, I add a transition.  Sometimes it works fine, other times, it seeems more often lately, it crashes when I scroll down to select a transition.

Premiere Elements takes a lot of free RAM and disk space.  You didn't say how much you have.

With that, it should not crash even though your CPU may be underpowered for video.

Things you might try:

1.  Reset the preferences to default.  There are a couple ways to do that and you can google for the technique.

2.  Uninstall and re-install the program.

3.  Initiate a tech support chat with Adobe techs at https://helpx.adobe.com/contact.html?rghtup=autoOpen
