Premiere Element Freeze Userdefined Titles

I created three user defined titles based on one existing. When starting Premiere Elements 2023 and going to the user-defined titles, Premiere Elements takes forever (5-10'), to load my userdefined titles.

What I have done so far:

- Complete deletion of anything left from older versions

- Deinstallation Premiere Elements 2023 with complete deletion of all files

- Reinstallation Premiere Elements 2023

And given the memory usage (with no files loaded), I assume a memory leakage in the programming ...

I tried to duplicate what you are doing.   To conserve space on your computer, the titles are not all installed.  The same is true for the music.  If I understand your question, the answer is that it takes time to download the initial title.  Once on your computer, it should be much quicker.  The titles that need dowloading have a blue bar in the upper right corner.
