Premiere Elements 11: Creating horizontal scrolling caption on black background over video

I want to run a horizontal black bar near the bottom of the video frame in which a horizontally scrolling caption appears.

The sequence should look like this:

- plain video

- horizontal bar appears across full width of screen, near bottom

- text starts to scroll from right to left across the screen

- when the last character of the text has disappeared off the screen, the black bar disappears

1.  Add a "Black Video to Video 2

2.  Crop the "Black Video"

3.  Put a "Default Crawl" title on Video 3

4.  Optionally the Opacity of the Black Video can be adjusted for some "see through".

Probably, but I've not got much practice with color mattes.   If you have an alternative method, please describe it!

I've used color mattes for backgrounds quite often, since the color choices are virtually unlimited.  A great alternative to a black background. Even used multiples coupled with multiple images in the video track to create cool effects.
