Premiere Elements 11 not working

Hi - my Adobe Premier 11 Video editor is not working

I have installed it successfully in the past

I have used it for two years without a problem

I did notice it kept stopping during my editing clean up

I have freed up around 25 gig on my C: where the programs runs

I have noticed that the Photo Editor opens perfectly,  only the video editor wont start

Please send help!
