Currently running windows 10 64bit on a custom build:
Anytime I go to boot the application, windows comes back with a report saying:
Adobe Premiere Elements 11 has stopped working
A problem caused the program to stop working correctly.
WIndows will close the program and notify you if a solution is available.
I tried running as administrator and uninstall/reinstall the program to no result.
I had windows run a compatibility check and it sent me to Adobe's website to buy Elements 15.
I own a multi-machine license purchased from newegg and am wondering if buying the new program
is the only solution.

Adobe does not go back and update old programs to be compatible with new operating systems... they put development work and compatibility testing time into new programs
Also, have you updated your video card device driver?
Do not count on Windows to be fully up to date when it comes to device drivers
Go to the vendor site to be sure you have an updated driver for your graphic adapter

There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version
