Premiere Elements 12 Export Issue

I finished created my project in adobe premiere 12 but when I go to export the project, the option is not available to use.

Does anyone know a fix for this problem?

Did you click the Publish & Share tab in the upper right of the program?

I have a problem with Premier crashing every 10 minutes. I think it has something to do with Windows 10. I really need Premier to work on my Windows 10 Laptop. Will Adobe fix this issue?? What can I do?
