premiere elements 12 fatal error when burning avchd disc on windows 10

I can burn a DVD quality disc but when burning a avchd format disc I get to 98% complete and get a fatal error.  Using windows 10.

I haven't done that for a few years.  When I did, and had trouble, I used a different disc by brand and type.  That seemed to fix it.

Thanks whsprague.  I have tried several discs and different brands and type.  Also tried reducing the video size to 2ghbits.
