Premiere Elements 13 gives the splash screen, then quits

When trying to select eLive, Quick, Guided, or Expert, I get the message "Adobe Premiere Elements 30 has stopped working."

I have reinstalled, I have downloaded again, I have upgraded to 13.1, nothing works.

I am on Windows 10, build 14393.

An idea that MAY work to install and/or run old programs in Windows 10... works for some, not for others

-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window

-or Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL Windows permissions may help... says Encore, but sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account)

Re reply from John T. Smith:

     I have tried running as administrator, and in Win 8 and Win 7 Compatibility modes.  No chnage.

Re reply from Steve Grisetti:

     I am on an HP laptop- Nvidia GT 650M and an Intel HD Graphics 4000.  The Nvidia GPU icon in the notification area indicates that Premiere Elements 13 is using it.

     BTW - I have your book on V 13, thanks!  It's good.

Next steps:  First, I'm going to disable the Nvidia adapter and see what happens.  If there is no change, I'm going to try a 30-days evaluation of version 15.

I disabled the Nvidia adapter via Device Manager, and all seems to work OK.  I'm going to update the Nvidia driver tomorrow, and then enable it and see what happens.

I updated the Nvidia driver, Premiere Elements 13 still fails. 

I installed Elements 15, and it works OK, and it uses the Nvidia processor.

Unfortunately, last week I passed on the opportunity to upgrade both Premiere Elements and Photoshop Elements at a discount.
