Premiere Elements 15 - Audio working but video is not but only for some clips

I have several mp4 clips I've uploaded to Adobe Premiere Elements 15 and most of them work perfectly fine but some of them do not play the video! Please help

Without more detail about the files, their source or your project the best guess is you have corrupted files.

They're all video and audio .mp4 clips from my Android cellphone. They play on the video player on my computer but don't work once uploaded to Premiere 😞

You have a three or four year old version of Premiere Elements, some version of an Android phone and only some clips cause trouble.   That is not much to work with!

 

I'll change my guess.  Your phone is set to record files that can't be edited in Premiere Elements 15.   What is the structure of the files, including the codec?  What are the video settings in your phone?  Do the terms "HEVC" or "H.265" mean anything?
