What is the source of the video files?  Premiere Elements is largely targeted at video files from common cameras using common formats.  If you can, get (the free) Mediainfo program, open one of your files, get to the Tree view, cut and paste the results here.

Other information that helps is a description of your computer, project settings and how you are setting up the project.

The computer looks strong enough.

Under View is "Tree".  It is more detailed.

What device/camera does the video come from?  Under Preferences > General, what is the setting for Hardware Acceleration?

As an owner of the current 2019 you can initiate a online chat with Adobe where they can take over your computer if necessary.
