Premiere Elements 2022 will not launch, starts runaway process high on CPU

Hi folks.  I've gotten past all the stuff I found on Google searches, and read as many relevant posts here as I could find. 

We have Premiere Elements installed on a Windows 10 PC that is regularly updated.  It was installed about a year ago and was working well since.  A few weeks ago, we lost the ability to launch the program at all.  When we launch it, there's no evidence of the program doing anything, but the CPU usage goes way up, and we observe an Adobe Prem. Elem. process running continuously on the CPU.  It also starts an Adobe Auto Creations process which runs constantly.  That's it -- nothing more--the processes will run indefinitely until they're killed.  The computer heats up from the activity.
We've uninstalled Prem. Elem., uninstalled Premiere Rush, which was also installed, deleted all the content of any Adobe Prem Elem. or Rush dirs. we could find, run regedit and deleted all the entries for Adobe Prem. Elem.  and reinstalled it multiple times (going through a few more of the steps I mentioned each time).  As soon as the install finishes, the runaway process starts.  That's it. 
Tried looking in logs but couldn't find anything except:
