Premiere Elements 2022 will not start

Bought Prem Elements and Photoshop Elements via download from Amazon uk, Premiere Elements will not start,I click on Video Editor, the box saying"Loading Adobe Premiere Elements Editor Workspace" and nothing happens

Mac or Windows and exact version of the operating system
Exact Premiere Elements version (any updates applied?)
CPU brand and model and clock speed
Amount of computer memory (RAM)
Video adapter brand and model and driver version and amount of video ram
Number and size and type of hard drives

De install, reboot and re-install.

 

If you are running windows with ransomware protection. Make sure Elements is on the allow list.

I have the 2022 version on a MSI gaming laptop Win 10. The photo editor will load but the video editor will not. It says "loading" for a while then goes away and nothing happens.  I shut off everything via Task manager with Adobe on it. No change.
