Premiere Elements 2023 use of titles

Mid last year I purchased Premiere Elements 2023. Worked great until I started using the titles. Turns out I cannot use about 3/4 of all the titles, since I get an error message, each timeI do, of:  error 'E\Adobe\pre\main\Libraries\TitleCreator\Sre\Titler.cpp-3907'.  What doe it mean? Does the program look for titles in a 'E' drive (or DVD drive)? What remedy is there to solve this problem? Does deleting the program and downloading the software again fix it? According to the salesperson through whom I purchased it it does not...

It has been a couple years since I installed my V2021 so my memory is fuzzy on this (and I could be wrong) but somewhere on the screen for titles (or maybe it was transitions... as I said 2 years ago) there was an option to 'download all' of what I was using... so I clicked the option and I've never seen the problem you are having

 

If you installed from DVD you may need to put the disc in the drive for the process to work

I've not seen that error on this forum before.  A google search suggests that it may well be a Windows problem.   Reinstalling Premiere Elements might fix it but I'm not sure.  If it were me, I would ensure I have the serial number, get a fresh installation file from your Adobe account and try it.  It won't delete your project files.

 

The other thing I would try is to start a chat session with Adobe techs.  They have the option of remotely connecting to your computer and doing some trouble shooting.   https://helpx.adobe.com/contact.html?rghtup=autoOpen
