Premiere Elements 2023 Won't Render When Exporting and Sharing to YouTube

This is my second Elements project.

The first project successfully exported and shared to my YouTube account.

This second project freezes on the rendering screen when exporting and sharing to YouTube.

I was able to render the project outside of the export and share.

This second project is different than the first in that it has two video tracks.

Another thing I noticed is that the second video track shows no thumbnails for the scenes but the first video track does.

Any suggestions?

Best is to export to mp4 and upload manually to Youtube.

YT tends to make changes every so often which the software does not understand.

Did you expand Video 2 to show the thumbnail

I tried exporting to MP4 under Devices -> TV.

The same thing happens, Premiere Elements freezes when rendering. 

The rendering status bar never moves past 0%.

I can render outside of the Export & Share window.
