Premiere Elements does not start

Hi all! I have used successfully this program  years, and a few months ago I could still use my Premiere Elements 11, but recently found that program doesn't start. No any warning or error messages on the screen. Main window of the program is appeared if click but there is flickering blue/black bar only if I try start videoeditor. Program doesn"t lunch if try to open any previously created PE project as well. 

I assume that it happened after last Windows update Ver:2004. Following steps were taken but nothing helped: 

1. Deleting all Adobe soft from laptop.

2. Updating of all driivers, especially video card. 

3. Disabling antivirus program. 

4. Full re-installing of program.

Last and important: same situation if I install this PE11 to the another laptop!!!!! 

Looks like Adobe specially disabled the ability to use РЕ11. 

 

Please help, I understand that this version of PE is pretty old but still suits my requirements.

I"m so sorry, but Windows update was made long ago in June and it seems
that System Restore point has been overwritten already and doesn't exist
in the system anymore.

Try installing the trial version of Premiere Elements 2021 and see if that runs OK.

I did it already and found that trial version of PE2020 works fine.

I suppose it might be possible that version 11 may not be compatible with the latest Windows 10 updates.

Most likely. It's a pity! I'm forced put to scrap my PE11 license and buy
PE2020.

Yeah. Already agreed with the local software reseller about purchase of
PE2020. Also they had confirm that my problem with software is not an
isolated case after last major Windows update Ver: 2004
