Does adobe premiere elements support clip auto scene detection and cuts?

To be clear, I would like to take a single clip on the timeline, made up of many scenes, and auto scene detect and break the single clip up into many clips based on when the scene changes in the original single clip. What Adobe Premiere Elements version starts supporting this feature, if it is supported?

To be even more clear, I have digitally captured a VHS Tape into one .MOV file. I would like to take this file into Adobe Prmiere Elements, as a single clip, and breake the clip into many clips based on scene change detection on the timeline, for editing each new clip. Can this be done in Adobe Premiere Elements and if so starting at what version of Adobe Premiere Elements? Thank you.

Thank you for suggesting Shutter Encoder. I will look into that software.
Here I thought Premier Elements had a Scene Detector that could breakup the scenes into separate clips like Premier Pro.

Update: I tried to use Shutter Encoder to take one .mov file (ie. One long clip) in and create multiple .mov files (ie. Multiple short clips) out, based on scene detection change. This did not work and it appears that Shutter Encoder does not analyze a clip and perform cuts for each scene change.
if anyone else has any other suggestions for accomplishing this, please let me know. Thank you!

Tried it and Shutter Encoder does cut on detection. But it does not make separate clips. It makes a file which Elements cannot handle.
Most scene detection is build into the software.
Meaning you will probably need to buy different software.
