Premiere Elements V14 keeps crashing on launch

So I have been busy reformatting my laptop this weekend. Unfortunately I didn't initially image the system, so I'm having to start from scratch. Everything was going fine installing my photography plan with Lightroom and Photoshop and all my other apps, including the catalogs and presets. Then I installed Premiere, which installs fine, as does the Organiser that comes with it. But after hitting the video editor button in at the first launching stage, Premiere appers to be loading for several seconds and then just crashes.

Now I have tried the fixes that Adobe gives, making sure the Adobe folder in My Documents is set to full control. I had already installed the Microsoft package they recommended and each to no avail. I finally removed all the Adobe software on my machine, carefully removing everything as directed with CCleaner. Rebooted the machine and installed Premiere Elements 14 again. It still does not launch. I rechecked the other procedures in case anything had changed and they were fine. Before I decide to reformat my laptop again, can anyone help please?

The most common issue that comes up on this forum where "crashing" happens is with video drivers.  As operating system and graphics drivers are updated, they move past what was known when older versions were written.  One solution is changing the graphics drivers to newer or sometimes older versions.  Another is getting into the operating system and turning off a GPU and letting the CPU do the graphics work.
