What is the latest version of Premiere Elements that supports DVD authoring and how do I download it?

Version 2022 still included DVD authoring. 

You may be able to find an old or used version on Amazon or eBay.

I am Italian. I would have found this on ebay. Can it be okay? Is it compatible with Windows 11?

Version 2022 is compatible with Windows 11.

You are, however, taking a chance purchasing on eBay, as there are many counterfeits and duplicate serial numbers that are not valid on eBay.

I don't read Italian, but that LOOKS like it says the buyer will receive the serial number by email

That is a BIG RED FLAG since it is very possible for the seller to send the same serial number to many people (if this is from a merchant, not direct from Amazon) - I am not saying this is a bad seller, but an unused boxed version with the serial number inside is much safer
