Problem activating Premiere Elements

Hello Adobe community!

 

I wonder if anyone may know what to do in the circomestance that you want to reactivate your software on a new computer but are required to deactivate the software on another computer - I do not need any previous installations to remain active however I no longer have access to them as they're no longer functioning.
