Rate Stretch Tool - Premiere Elements

Where is the rate stretch tool in Premiere Elements? I can't change the drag icon into time stretch to easily adjust my clips and have to change the speed manually.

Time Stretch is set via a right-click menu. I'm not aware of a way to change playback speed by dragging in Premiere Elements.

The rate stretch tool is in Premiere Pro.

There used to be some sort of rate stretch tool in Elements but that is long gone.
