I'm thinking about adding to my 16 GB RAM to 32 GB.   Any suggestions for Video Card or anything else that can help performance?

I use two SSDs - one for the OS & a second for my working directories.  A conventional disk for mass storage.

 

Since changing to use a SSD for the working directories (videos clips, PE's working files) all jerkiness in the preview has gone away (thats with a CPU thats below the recommended performance - recommended by Steve that is).

I'm with H C Mike.  Premiere Elements is not likely to go faster with more than 16 G of RAM.  Nor does Premiere Elements use a GPU for "CUDA" processing like Premiere Pro.  SSDs instead of HDDs do make a difference.   I only have one.  I create a dedicated folder for each project with all the source files, scratch disks and the project itself.   When done, I move the entire folder to a HDD for longer term storage.

The only improvement I can see for that machine would be to have two (or three) fast SSDs: one for the OS and one for media (and another for previews).
