I had a problem with Premiere Elements 2022. Although it involved HEVC files, I was able to import them into the video editor, until one day when I couldn't. My son sent pictures to me through DropBox. I have downloaded them for the past 2 weeks. I am able to import them to Premiere 2022 and put them into a timeline. As of 2 days ago, any video prior to that time will still import but nothing afterward. I got the error that it is an HEVC file but all of them are and the needed app file was indeed installed. They all come from the same iPhone and no settings have been changed. He didn't even know you could change the file settings. I am attaching the 2 videos: July 20 imports, July 21 errors. I am uploading a screen shot of his iPhone's settings (circled) and the Properties from each video file.
Suddenly, with a new project, some of them will import. I had him resend the files through DropBox and they didn't import into Premiere but I could play them using VLC. I converted them to .mp4 and they stayed upside down but would import into Premiere 2022.
I open the original project and those .mov after 2 days ago won't import again. I start a new project and try to import all of them and now none of them will import. I try to import just 2 that had imported just a few minutes ago and now they won't import.
So something is definitely wrong with this software. I will reboot and see if that makes a difference.

I rebooted the laptop (2021 Lenovo Ideapad 5) and this is the result:
The same iPhone was used to create all of the videos. There were no changes to the settings. HD 60fps. All files are transferred using DropBox from the beginning of July then moved to a different Lenovo folder.
I cannot find rhyme or reason for all of the videos not to import. I think I should open a ticket to Adobe support.

I was also having problems importing large numbers of .mov files (HEVC) and was getting a generic error after the first 69 of them, telling me I needed the HEVC codec. I had a ticket open and after going through a couple of tier1 support people an Adobe elevated tech support contacted me and suggested I check all my updates to see if any would help.
I checked:
I rebooted and the BIOS was updated
This fixed my problem with importing more than 69 HEVC files to APE2022 (imported 136 .mov). Anyone getting HEVC errors should check all their machine updates; Windows, computer updates and video driver updates
