I ran Premiere Elements 12 on Windows 7, 8.1, and 10 since 2014. For Windows 10 I believe it was installed on 8.1 and converted fine. During the last round of substaintial Windows 10 updates Premiere Elements stopped working and I could not open the editor. Tried compatibility modes for Windows 7 and 8, tried reinstalling, used ccleaner to clear the registry, and tried all suggesttions in this thread. Crashes at "ImporterQuickTime.prm" everytime, when attempting to get to the editor. 

Now running the trial version of Premiere Elements 2020. It works and seems familar enough to get started. Will check Windows 10 updates for compatability mode fixes at the end of the trial or just upgrade.

It is perfectly reasonable to upgrade after six years. That said I am still running Macromedia Fireworks MX 2004 on the same system.

I'll just throw this out there. You may be due for a Clean install of Windows, (you have six years and 3 updates on that one) then your software. I usually get a new SSD for my OS and do the install there. Then I can run the old OS drive in a separate SATA port or in a USB enclosure and can transfer the files I want from the old drive at any time. I can also use that drive for backup, etc.
