I cannot get the video to render. At this point all I have done is upload the video that I want to work on. I get no error message. It simply won't render.

Render. I am using Premiere Elements 2020. This is the first time I have had this problem. I am using Windows 10. I upload the video clip that I want to use. I place it on the timeline. I click on render. Nothing happens, except that the box opens up, and stays open, with nothing happening. No eror message. And just now I decided to start over again, and now it won't even upload the video.

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate:
