Some MP4 Not Recognized by Organizer 2023

Using Windows 11, Adobe Photoshop Elements 2023, adobe Premier Elements 2023 and Adobe Organizer 2023. I have over 46,000 items in organizer. Of those, approximately 200 items are video files saved as MP4.Those files are in several folders under the main Video folder. Organizer did not import some of the MP4 files. A message says that the files are in an unsupported format or are damaged. I don't understand this because I think they are the same format. There may be something like a frame rate or other detail of the MP4 that varied.

MP$ files that were imported and those not imported were created using the same process. I opened a long MP4 video file and saved small segments to make short duration MP4 files. The suspect files play using using the Windows Media Player. They also can be inserted in a Premier project.  If I import the file directly into Premier and output a new MP4 file, that new file is then recognized by Organizer.

Is there an easier solution to get Organizer to import the MP4 files?

1 - Variable Frame Rate video does not work for editing, only for playback outside of Premiere Elements

I will work this furthe, but for now I solved my problem by loading each file, one at a time, in PowerDirector365 and again exporting each. After that, Organizer recognizing the file.

I did notice the frame rate is listed as a fixed value under "General" and as variable under "Video". It appears that way in both the files recognized by Organizer and those that were not. Also, I have used those files in PowerDirector. I have loaded them into a project in Premiere Elements, but I have not attempted to edit them. I'll take your word for it that I need to convert them to a fixed rate before doing more. 

I've read about the variable frame rate, but I need to go back and find that material. Seems that I rused through it and missed something important.
