Strange stripes instead of blur-effect

Hallo Adobe Premiere Elements users!

Recently I exported a video clip on which I applied a blur-effect. In Premiere Elements everything looked correct, but after exporting it, the effect has much less intensity than I want it to have and in addition it has such strange horizontal stripes instead of an normal continously blur effect!

Here you can see my problem after exporting the video to mp4:

Could you pleas help me with that problem?

That looks like combing.

What model of camcorder is your original video coming from and what format and resolution is the video?

If you look under the Edit menu and select Project Settings/General, what settings are listed on this page?

Which version of the program do you have on what operating system? Which specific output settings have you selected?

My camcorder is a Sony HDR-CX405 and the video was shot in 1920x1080 = Full HD!

These are the settings under Edit menu / Project Settings / General:

Unfortunately it is in german, I hope you don´t matter...

Version PrEl: 15.0

Version OS: macOS Sierra 10.12.6

And here the output settings, unfortunately in german again:

Your camcorder saves its video in a number of formats (MP4, M2T/AVC) and in a number of resolutions and frame rates (60i, 60p, 50i, 50p, 30p, 25p).

It very much makes a difference what frame rate you have selected in your camcorder!

Your Project Settings (a screen capture in your earlier post) says that your project is set up for 1920x1080 at 29.97i (30 fps drop-frame).

This is, by the way, an NTSC video format. Aren't you shooting your video in PAL?

Your Project Settings should be set to match your video specifications. This usually happens automatically with MP4 video.

When you first add your video to your project, do you see a yellow orange "render" line above your video on the timeline? This render line is an indication that your project settings and video specifications don't match.

But I only have the options 30fps with or without dropframe and frame!

There aren´t any pal options!

But do the project settings force the final output? I thought that they only specify the preview! Because when you export your video, you have to set the parameters again!

When I add a new video, I get this orange "render" line, but as I know it only indicates, that this part of the project hasn´t been pre-rendered!

But can these options we are talking about at the moment cause my rendering problem with the blur filter?

You are in Europe, right? And, when installed the program, you selected your country and set it up for PAL TV, right?

Try this. Start a new project. On the New Project panel, click the Settings button and, on the settings panel, select the option for Full HD 1920x1080 at 50p.

This should create a project that matches the specifications of your video.
