Supported GPU NVIDIA RTX2060 has become unsupported

Some time ago I posted 11959147 about use of a GPU in rendering in PRE.  So imagine my alarm when everything slowed down.  Upon examination I find the that in the exact same system (with NVIDIA RTX2060) and same version of PRE2021 it is now saying my GPU is unsupported!

The RTX2060 is on the list of supported GPUs (I built the whole system for this reason) so it is rather annoying to find it has now stopped being used!  I think the only thing that can have changed is that I have the latest GPU drivers (536.40 at time of writing) which of course we are always told to do!    Anyone know why my three-year old system is already obsolete??

(I tried removing everything NVIDIA-related and re-installing.  One possible clue is that on the 3D settings of the NVIDIA control panel it knows about Photoshop Elements but not Premiere Elememts?  I manually added it but it made no difference)

I ran GPUSniffer and got (seems like there is a CUDA device there):

Go into the root of Elements

C:\ProgramData\Adobe\Premiere Elements\19.0\Online\Hw Acc Render\All_Lang\HW\Files\allowlisted_cards.txt

add the card to the text file exactly as shown below:
