First question is, can I upgrade from version 12?
Second question is, will my two laptops be able to run the programm

Your i7 computer enough power to edit video -- at least camcorder and phone video. Your i5 a lot less so.
I don't think you can upgrade from a nearly 10 year old version of the program. But if you look for special prices online, you may be able to find the current or last year's version of the program at a discount price. Sometimes as cheap as the upgrade price.
But my first question is why are you upgrading? Is there something version 12 doesn't do that you want to do? There's no need to upgrade unless there's a need or desire to upgrade to take advantage of newer features.
What type of editing do you do? If it's just basic editing, you may be able to even get by with Windows Video Editor or Mac iMovie, both of which are freely included with most operating systems.

Hi Steve... I upgraded from version 9.0 of Premiere Elements to Elements Suite 2022! I have serials numbers in my Adobe account going back to 2004 when I bought the full Photoshop. My account has all the Prem. Elements serial numbers from ver. 2.0 to 9.0. Not a problem.
Cheers,
Pete

John,
Don't tell anyone, but I'm 75! Age is not a reason to resist the confusing computer talk!
If you can wait a few weeks and the annual habit continues, Adobe will put the current version on sale near the Thanksgiving weekend.

Thanks Bill, but it hasn't really answered my questions.
