Hallo,

ich möchte gerne das Vorschaubild selberf festlegen, mit dem das Video später angezeigt wird (Thumbnail). Wie geht das in Premiere Elements?

I assume you intend this for when you upload your video to YouTube.

The Thumbnail should be 1280 x 720 pixels.

 

What I do is to take a photograph from a still digital camera & load it into the (free) IrfanView.
I then resize the image to 1280 x 720 (HD).  With my Canon camera this creates an image 1920 x 1440 pixels.

Still within Irfanview I crop the image to 1280 x 720 and save it.

This you can upload into YouTube.

 

If you wish to use a still from one of your video clips you can either do this from Elelemnts (i.e. position the TimeLine marker & then click the Camera symbol to the left above the Time Line) OR load a clip into VLC Media Player & create a shapshot from there.
