Is it possible to edit 2 to different speed frames together in Premiere Elements ?

I'm wanting time-lapse sky on normal speed foreground.

You probalby need to mask or key the sky in the foreground.

I didn't word my question quite correctly.

I have PE 2020 and and don't know if it is possible to merge two different speed frames into one - fast top half, normal speed lower half.

I know it can be be done on Premiere Pro. If it's possible on Elements how do I actually go about doing it ?
