Every time I boot up Premier Elements (2021), it makes me have to dismiss the screen shown below.

How can I get that to stop, and go straight to the editor?

Assuming you're on Windows 10/11, you can set up a shortcut to launch the program PremiereElementsEditor.exe which is located in the directory Program Files/Adobe/Adobe Premiere Elements 2021.

This will bypass both this window and the Elements Hub and launch you directly into the video editor.
