Unable to install Premiere Elements 23

I have successfully downloaded the set-up .exe from "my products" in my adobe account. Right after I run the .exe for the installation i get this error before I even get the chance to log in with my username and password. Is there anybody else who has dealth with this?

Close the program, then right-click on the launch icon and select Run as Administrator. See if that makes a difference.
