Use After Effects AEP File in Premiere Elements (without AE)?

www.busyboxx.com has a collection of animated titles for After Effects (and Apple Motion and Final Cut Pro X), but I don't have After Effects, just Photoshop Elements and Premiere Elements (v2021).  It looks like I couldn't use any of those titles without having AE -- it looks like Premiere Elements can't use AE files -- but I just wanted to make sure, if anyone here can answer that definitively for me.

And assuming that this is true, are there any basic, cheaper alternatives that would allow me to use the animated titles?

Premiere Elements can not work with native After Effects files.
