Using Titles across Projects

Good day,
Please may I ask for some guidance wrt using titles & motion titles across different projects. I have seen there should a "Export File" option when right clicking on project assets to "export / save" and then to be pulled in to other projects as needed. However, this options "Export Title" is not available. It there another way to do this?

Example: One project has been finalized with titles / backgrounds / motion all created via Elements Premier 2020 and works great in this project. Now with new content added (let’s call it season 2) one uses the same titles / background as in "season 1". The seasons are different projects but one wants to keep uniformity.

How can this be done? Thank you in advance.

The way I would keep uniformity is to use a Save As workflow.   With project One open, Save As project Two.  With project Two open, delete all the media files that you won't use again.  That will leave a 'library' of your titles and motion titles.   Import the new media and start editing.

To export and import titles you have to me in the Expert view.  I've not used it enough to offer suggestions.  The instructions for Exporting and Importing titles is here:  https://helpx.adobe.com/premiere-elements/using/exporting-importing-titles.html

If i was to strip away all of the non-essential clips and leave one title, and do a "save as" to keep a library of projects that have specialized clips, this is great....However, what if i need one title from one project, and another title from another project?  I am not sure why the "export" title does not appear to begin with?  you suggested earlier that this was because it was a complex file...  but its still just a file.  this seems like a bug to me and should probably be added to the list of fixes / enhancements

It may be a "bug".  I can right click on a title in the Project Assets box and select Export.  However, I can't get it to work if I use Add Media for that title file.   It imports, but on my computer, it is blank and black.
