Video editing blur object for specific time lenght?

Hi, I need to add blur effect to a video but only for specific time and I need it to disapear after certain time. Is this possible in Premiere Elements and how (the object is static)?

Without know more about what you are trying to do, this may be a guess.   I would start with putting an adjustment layer above the video track, add a blur effect to that adjustment layer and then adjust its play length.

Hi, I need to blur out a text in a video compleatly and then have that text appear at certain time. The text is part of the video so it can not be edited out or similar.

Cut the video just before and just after the text.

Add Gaussian blur with a rectangular mask over the text.
