Video Editor in Premiere Elements 2020 not launching

Good day, I recently downloaded the Premiere Elements 2020 app on my new computer, but when I try to open the Video Editor software the "loading" pop-up appears, only to disappear after 10 seconds but the software doesn't open. I remember having had the exact same issue in the computer where I first downloaded the app years ago but I can't remember how I solved it then, I was hoping you could help, thank you.

Try right-clicking on the program icon and selecting Run as Administrator.

I have PreElements 2021 with zero problems

Windows 11 Pro 64bit version 23H2

Intel i9 processor with 64Gig ram and GTX 1650 video card using the Studio driver version 511.09

TEAMGROUP 512Gig SSD for Windows and an added 1T SSD for data files
