Video Exports with Random Flashing Screen Error

I am experiencing a difficult to solve issue with regards to rendering/exporting edited video out of Adobe Premiere Elements 2020. Nearly every time I export there is a random portion of the video that renders with a flashing screen, scrambled images, color changes and I'm not sure what is going on. I've removed any added FX and transitions but I am still seeing the error. Any help is appreciated.

What device was your original video recorded on? And what operating system are you editing on?

Open one of your original videos in the free download MediaInfo. In MediaInfo, set View to Text and then copy the text that appears in this report and paste it to this forum. Once we know the specs of the video you're editing we may have some indications why this is happening.

BTW, when you say a random portion of the video has this problem, you mean that it is a different spot on the video every time you render it, right?
