I have installed trial version (2021) and it looks like I can like it.
BUT, I am not allowed to play the video files (and audio) in the program itself (only in organizers).
I have tried different ways to arrive at it, and different video files (size, quality).
I remember that a while ago I also tried Premiere Pro on the same computer, and there the playback of the videos was ok.

- post your information IN your message, not as an attachment that someone would have to download
2 - Do not count on Windows to be fully up to date when it comes to device drivers
Go to the vendor site to be sure you have an updated driver for your graphic adapter

There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version

Would you please add some detail to that? I don't understand how you are playing files, where the files are coming from or what is not being allowed.

It is a video editing program, so open a video file, work with it and see (control) what you do when playing the clip you are working on.

Yes it is! I've been using versions of Premiere Elements for 10 years. It has always reliably "allowed" me to edit video from a variety of cameras and phones. I'm trying to figure out what is different for you! I'm looking for clues to what you might be doing that is causing the issue for you.

Now I use Movavi Video Editor Plus, and there is no problem. But I would like to go further in the video processing.

Only thing I can think of is to go step by step and see where the "not allowed" stops you. Are the video clips. straight from camera/phone on your computer? What happens in the "Add Media" dialog?

Video from various source uploaded to computer. It is fine to add (add media).
Same problem with "motion titles" directly from the program.
I can cut, change, customize, but can not see it (preview).
Nothing happens by clicking on "preview".
I can make a video from it (export) and it will play on computer.

So far, you've not offered where the clips come from other than, "Video from various source uploaded to computer. " My best guess at this point is that your clips may not be using common file types used by common consumer cameras. The range of file and codec types used by screen capture and video conversion programs can fall outside the abilities of Premiere Elements. You may be able to convert your files to something more common with the (free) Handbrake program.

I don't see MPEG-4 on that list.

1. it is a bit strange that .mp4 as a normal video file does not work (video from DJI drone, DJI Osmo Action, Samsung Galaxy tel.)
2. has converted video to .avi .mpg .mov, and no change
3. even video (animation) that is directly in the program is not played.

You are right that it is strange. For me the strange part is that I have no trouble editing video from a DJI Mini 2 drone, a DJI Pocket 2 "action camera, a Samsung Galaxy S9 phone and a couple "normal" Panasonic cameras. The files are usually MP4 "containers" with the H.264 codec. I have no issues like yours.
I can only try to guess ways of helping figure out what is strange about your system that make a normally fine program balk. I really would like to help but can't seem to get useful information about your system, settings or projects.

I have installed a trial version of Premiere, and it does not work there either (it used to be). Uses Movavi now, and has tried 4 other programs with no playback issue. So I really do not know.

Although Premiere Elements and Premiere Pro are normally reliable for the overwhelming majority of users, something is different for your system. I'm failing at figuring out anything that will help. The good news is that Movavi works for you. Stick with what works!
