I saved a completed DVD from Elements to a file system like the following:  Open DVD > Video TS > sources > VOB.  Is it possible to recover that DVD as originally created? I have a number of DVDs that elements saved that way.

Nope: Elements wont import complete dvd as in files and menu,

Elements will only import the vob files.

In fact, I don't know any way to capture the entire menu system and re-edit that, if that's what you're asking.

 

But Premiere Elements does, on the other hand, have a built-in system for ripping editable video from a DVD. So if you just want to use the video on your DVD to create a movie, you can certainly do that.
