This has been an ongoing problem ever since the program added a direct-to-YouTube upload tool. And it's not just Premiere Elements. Virtually every program that uploads directly to YouTube has problems with YouTube on a regular basis.

You can fight with it if you want. But the easier solution is just to Export & Share/Devices/Computer an 1920x1080 MP4 and then upload it to YouTube using the uploader on the YouTube site. It takes a few more clicks, but it's easier than trying to figure out what YouTube did to the uploader and how long until Adobe can issue a fix.

(On edit I see that Steve beat me by a minute.  He has it right.)

There are a few variables that have to flawlessly engage when you use the Premiere Elements automated YouTube connection.  When it works, it is wonderful.

Better and much more reliable is to Export and output a video.  Review it to be sure you like it.  Then use YouTube's uploader.  Total time will be the same or less.
