I'm new to video editing and am wondering if I'd be able to produce a virtual choir using Premiere Elements? Sorry if this is a repeat question.

In theory Premiere Elements can use 99 video tracks.  Each track could be sized to a small window.   However, the processing power to make it all work might be extraordinary.   The workload might be too.  Getting the audio synced up with multiple tracks might also be daunting.   Premiere Elements is available as a fee trial.  See if it works!

I have Steve's book for APE 2020.  I can't seem to find out how to change the size of the videos when I have more than one.  The project I'm working on just has six videos with audio.  I tried using the Video Collage - but I can't sync the audios on that window.  Thanks!

Well, I do cover this more in "Cool Tricks & Hot Tips for Adobe Premiere Elements 2018". I call it creating the Brady Bunch effect.

 

Once you've added a clip to your timeline, select it and you'll see little handles appear around the clip in the Monitor panel. Grab these corners and you can resize and position the clip where you want it in the video frame. There are other ways to do it, but this is the simplest.

"...I can't sync the audios on that window."  Other than moving the audio track manually, there are no assisted or automatic audio sync tools in Premiere Elements.
