When dragging multiple clips, Premiere Elements 2020 will split other clips - sometimes

When I'm working in the expert timeline, there are times when I'll box-select multiple clips on different tracks, and when I drag them all (say, to get voice-sync) it will split other tracks. It seems to happen mostly when I drag multiple clips over an existing one on a completely separate track. Please see the images.

 

I especially notice this when I have an audio clip in the "voice" or "music" tracks, but it does happen to regular tracks as well - audio and video. After it splits it, it puts the the first part of the split in front of my recently-drug (dragged?) clips, and the second part of the split at the end of these clips. It also "splits" the clip that "got in the way".

 

If I drag a single clip, it never happens.

 

Is this a setting somewhere that I can turn off or a way to make it so it doesn't happen? This is the kind of thing that makes want to reach into my screen a virtually punch Premiere.
